This year Rick Blasgen, CEO of the Council of Supply Chain Management Professionals, identified the transmission of information between supply chain partners as the second most important challenge that CSCMP’s members face, with global competition as the number one issue.

He noted firms must collaborate to mitigate risk and increase transparency, demonstrating trust between supply chain partners on topics that may have been viewed as proprietary in the past.

Firms such as Procter & Gamble, for example, have reported that they’ve reduced forecast errors by more than 30 percent, decreased safety stock by more than 10 percent and increased cash flow by more than $100 million by applying technology for end-to-end forecasting in their supply chain practices.

Given the growing importance of technology in today’s supply chain, the 2012 LQ 3PL Sustainability Study and Awards Program seeks to better understand how firms are employing information technology in support of sustainability in their organization and supply chains.

LQ is pleased to announce Virginia Garbutt has accepted LQ’s invitation to join its Advisory Board

Virginia Garbutt has been working with Walmart Canada for over 11 years. As Director of Strategic Network Planning and Continuous Improvement, she is responsible for logistics network strategy, DC design, DC construction engineering and sustainability. Garbutt has led the design, build and implementation of Walmart Canada’s nine distribution centers, totalling 5.9 million square feet. She leads the team that designed and pioneered Walmart’s first sustainable distribution center in Balzac, Alta. The perishable distribution center features over 30 environmentally-friendly design features, including wind and solar technologies, smart refrigeration, LED lighting and hydrogen fuel cell technology. This facility is targeted to be 60 percent more energy-efficient than traditional centers.

LQ is pleased to announce James Stock Ph.D. has accepted LQ’s invitation to join its Advisory Board

Dr. Stock is the Frank Harvey Endowed Professor of Marketing at the University of South Florida. He holds B.S. and M.B.A. degrees from the University of Miami (Florida) and a Ph.D. from The Ohio State University. He has previously held faculty positions at the University of Notre Dame, University of Oklahoma, Air Force Institute of Technology and Michigan State University. He has been an invited speaker on numerous programs in more than 45 countries. He is the author or co-author of over 150 publications including books, monographs, articles and proceedings papers. He has previously served as Editor of the Journal of Business Logistics, International Journal of Physical Distribution and Logistics Management and Logistics Spectrum. Dr. Stock has co-authored several textbook editions, including Strategic Logistics Management, 4^th ed., Fundamentals of Logistics Management, 1^st ed., Development and Implementation of Reverse Logistics Programs, Reverse Logistics, and Product Returns/Reverse Logistics in Warehousing: Strategies, Policies and Programs. He is currently developing two co-authored textbooks, one in supply chain management and the other in logistics management.

Dr. Stock was the recipient of the CSCMP Distinguished Service Award in 2011 and has also received the Armitage Medal and the Eccles Medal from SOLE—The International Society of Logistics. His areas of research interest include reverse logistics/product returns, the marketing/logistics interface, and supply chain management.

Dave Mabon serves on GENCO ATC’s executive leadership team as COO. Larry Hartley is Senior Vice President of Supply Chain Operations for OfficeMax. He is responsible for all warehouse and transportation operations in the US. He started with OfficeMax in 1998 as Operations Manager and was later promoted to Director, Inventory Management, and Vice President, Logistics. Prior to joining OfficeMax, Mr. Hartley worked for McMaster-Carr Supply Company in warehouse, purchasing and project management roles. Before joining McMaster-Carr, Mr. Hartley was Director of Industrial Engineering for Simon and Schuster. Prior to Simon and Schuster, he held analyst and consulting roles at BASF and Anderson Consulting.

Mr. Hartley received a BS with distinction in mechanical engineering from Cornell University in 1987. In 1988 he received an MBA with distinction from the Johnson School at Cornell University.

He serves on the board for the Quad County Urban League and is a member of the Werner Transportation Customer Advisory Council.

(NYSE:R), a leader in commercial transportation and supply chain management solutions, today announced it has acquired Bradford, England-based Hill Hire plc, an independently run and wholly owned subsidiary of Lloyds Banking Group. Hill Hire is a UK market leader in commercial truck leasing, rental and maintenance, with a solid base of contractual customers. The stock acquisition was completed on June 8, 2011 at a cash price of approximately £154 million (approximately $252 million).

“As we celebrate our 40th year of operating in the UK, this significant acquisition underscores Ryder’s commitment to serving current and future customers in this important market with a broader range of vehicles and expanded maintenance capabilities and infrastructure”

The acquisition is expected to add approximately £90 million (approximately $147 million) in annual revenue to Ryder’s Global Fleet Management Solutions (FMS) business segment, and be accretive to Ryder’s earnings in 2011. Once the transition and consolidation process has been fully completed, the combined Ryder and Hill Hire business will operate under the Ryder name. The acquisition adds approximately 4,000 heavy duty vehicles, split evenly between contract hire (full service lease) and commercial rental; ancillary equipment including a large trailer fleet for contractual lease and rental; and the company’s workforce of 300 employees including maintenance technicians. The acquisition also encompasses all of Hill Hire’s 13 well-equipped vehicle maintenance facilities located throughout the UK.

Port of Hamilton Announcement

More than $200 million in port investment spurs growth

May 5, 2011 Hamilton, ON – The Port of Hamilton is well on its way to reaching the goal of becoming the Great Lakes port of choice by 2020. An ambitious 2008 strategic plan developed by the Hamilton Port Authority (HPA) targeted $500 million in infrastructure investments and improvements to the port to reach that goal. At a recent HPA general meeting, directors were thrilled to announce that 2010 saw the port surpass projected development growth. In fact, 47 per cent of investments outlined in the strategic plan are now completed, committed or in negotiation.

Road, rail, building and security improvements have now been completed port-wide. The latest major project completed was the renovation of the 450 Sherman Avenue property. Six tenants are currently operating from this facility, including Hamilton-based hauler and warehousing operator Fluke Transport, as well as Sunlogic, a solar panel manufacturer who will create up to 200 new jobs.

HPA is focused on cargo diversification, with the intent of doubling the volume of non-steel related commodities moving through the port. New facilities by Parrish and Heimbecker, as well as McAsphalt Industries, are enabling bulk throughput capacity growth, as is the movement of oversized project cargo including the Molson fermentation tanks, windmill blades and pressure vessels. The port projects it will surpass the 4 million tonne mark in non-steel cargo by 2020.

“Development in the past year has created new capacity and elevated the port across the country and internationally, benefiting business across Hamilton and the broader region," said HPA president and CEO Bruce Wood.

The past year also saw the HPA partner with the City of Hamilton to undertake a major dredging project in the east harbour which saved the city over $4 million. Hamilton also welcomed its first passenger cruise vessel into the port, which resulted in a Tourism Hamilton Award.

The port’s strategic location and multimodal capability including marine, truck and rail, provide a sustainable system of moving a variety of commodities in the dry, liquid bulk and project cargo sectors.

Ryder Supports American Red Cross Response to Recent Tornadoes in Midwest and Southern U.S.

Miami, April 28, 2011 — Financial support from Ryder System, Inc. (NYSE: R) through the Ryder Charitable Foundation is enabling the American Red Cross to help residents impacted by the band of tornadoes that recently made their way through Oklahoma, Mississippi, Alabama, North Carolina, and Virginia, by offering a safe place to stay, a hot meal, and a shoulder to lean on.

In the days and weeks to come, the Red Cross will be coordinating with emergency officials and local community partners to help people impacted by the tornadoes get back on their feet. The Red Cross will keep shelters open as long as needed, in addition to providing mobile feeding and mental health support to those affected by the storm.

Weather forecasters with the National Weather Service’s Storm Prediction Center say that the United States will experience a very active tornado season this year. According to The National Severe Storms Laboratory, about 1,000 tornadoes hit the U.S., yearly. Tornado season generally is in the spring when tornadoes are more prevalent from April through July, with May and June being the peak months.

Managing Sustainable Global Supply Chains Report

(LONDON, ON) – With increasing supply disruptions following Japan’s earthquake, a new research study reveals many companies are taking the wrong approach to managing their international suppliers.

Conducted by the Network for Business Sustainability, an independent research group based at the Richard Ivey School of Business, the study reviewed 25 years’ worth of academic and industry research. The study revealed that ensuring safe, supportive working conditions is the top issue for companies that buy from suppliers in other countries.

However, the report found many of the companies trying to improve working conditions and environmental impacts in their supply chains are going about it the wrong way.

“Many companies today talk about developing ‘sustainable’ supply chains, but they’re actually talking about managing risk and preventing public relations crises,” said Stephen Brammer, PhD, a professor at the Warwick Business School in the U.K. and the report’s lead author.

“Those companies end up implementing costly and ineffective punitive actions against suppliers after labour issues or supply disruptions have already occurred. In the end, nobody wins.”

In his research, Brammer found that leading companies think about their supply chains as opportunities for competitive advantage. Those companies work proactively and collaboratively with suppliers to monitor their progress and help them improve.

“If supplier employees are experiencing high levels of injury, your company should send staff to do on-site training. If some suppliers are less productive than others, don’t just drop them. Hold supplier conferences where the laggards can learn from the leaders and everyone can share best practices.”

Brammer conducted the study with co-authors Andrew Millington, PhD and Stefan Hoejmose of the University of Bath’s School of Management. He hopes their research helps executives and procurement professionals rethink their current supply chain strategy and see the potential benefits rather than just the prospective risks.

Landover, April 01, 2011 - UPS Becomes Charter Member of National Clean Fleets Partnership  Speaking to a crowd of more than 300 employees and representatives of major American companies at the UPS (NYSE: UPS) facility here, President Barack Obama praised efforts to reduce the environmental impact of corporate trucking fleets, noting the potential of alternative fuel vehicles to lower the nation's dependence on oil and drive savings both from an environmental and business standpoint.

"If you're a business that needs to transport goods, I'm challenging you to replace your old fleet with a clean energy fleet that's not only good for your bottom line, but good for our economy, good for our country and good for our planet," said Obama.

During today's event, UPS Chief Sustainability Officer Scott Wicker guided President Obama, Energy Secretary Steven Chu and Transportation Secretary Ray LaHood on a tour of UPS vehicles, including plug-in all-electric and compressed natural gas trucks. Those technologies make up only a fraction of an alternative fuel fleet that includes hydraulic hybrid, electric hybrid, propane and liquefied natural gas for heavy trucks.

"Though many hurdles still remain and the path to success will not be easy, the sustainable business benefits of alternative fuels cannot be under-emphasized," said Davis. "We must deal with the short-term problems of cost differentials and infrastructure to prepare for our long-term future."

UPS's alternative fuel fleet recently hit a milestone of 200 million miles traveled since 2000 and for the first time, there now are alternative fuel and technology choices for virtually all forms of trucks on the ground. As Wicker noted to President Obama during their tour, there is no one-size-fits-all solution currently available for every situation. Investment in a broad spectrum of choices is vital to ensuring long-term program viability and to making real reductions in foreign petroleum consumption.

Obama's focus on private-public interaction may bode well for companies that approach energy security and sustainability campaigns as a natural part of business planning. Though technologies like liquefied natural gas can help to conquer even the most demanding conditions at a significant cost-savings, government incentives are still important to offset the initial high cost of vehicle and infrastructure investment. Economies of scale will develop over time as demand increases, making it a win-win situation for all parties involved.

On Wednesday, Obama urged Congress and members of the American business community to embrace a series of long-term energy security goals. Obama's strategy is closely aligned with many initiatives already underway at UPS and if achieved, would result in more alternative fuel vehicles on the road as well as additional fuel-efficiency standards.

DHL's Green Fleet

New York, N.Y., March 31, 2011 – DHL, the world’s leading logistics company, is rolling out an all “green” fleet of commercial delivery vehicles in Manhattan to help reduce its impact on the city’s environment. Frank Appel, Chief Executive Officer of Deutsche Post DHL, announced the company’s initiative in New York City as he presented the inaugural vehicles in the 80-vehicle fleet. By September 2011, DHL Express will operate 30 American-made, battery-powered electric vans and 50 hybrid trucks that will cut down fossil fuel use and in combination reduce CO2 emissions by more than 50 percent each year in comparison to conventional vehicles.

The two types of green vehicles to be used in New York City by DHL Express are being manufactured in the U.S. by Azure Dynamics, a world leader in the development and production of hybrid electric and electric commercial vehicles. Ford Motor Co. has produced the chassis for these vehicles. The Balance Hybrid Electric vehicle components combine Azure’s hybrid powertrain with a Ford E450 chassis. By converting DHL’s existing Ford E450s into hybrids, the vehicle’s fuel economy will improve by up to 40 percent while emissions will be reduced by about 30 percent. Azure will also integrate its Force Drive electric powertrain into new Ford Transit Connect vans. Using an advanced lithium-ion battery, the van can achieve a range of up to 80 miles on a single charge and can be recharged overnight. The Transit Connect Electric is virtually silent, thus reducing exterior and interior noise, and has zero tailpipe emissions.

“Our investment in these new green vehicles supports a more energy-efficient, low-emissions economy,” said Ian Clough, CEO for DHL Express U.S. “Having partnered with American companies also represents an investment in the U.S. economy.”

The new DHL vehicles are part of the company’s comprehensive GoGreen program, which aims at adding fuel-efficient, hybrid, electric or aerodynamically modified vehicles to its fleet worldwide. March 31, 2011 Hamilton, ON – The Canfornav vessel MV Brant will be officially welcomed into the Port of Hamilton today as the first overseas vessel arrival for the 2011 shipping and navigation season, following its docking at Richardson International Limited at Pier 25 where it will load grain for export to Europe. Higher than average grain movements are forecast for the 2011 navigation season due to carryover from the 2010 crop. Seaway System traffic flows complement the Hamilton grain trade well with both domestic laker and ocean going project fleets carrying export grain from our region. Maersk Line

is pleased to announce deployment of an enhanced Trans-Pacific service network at the end of May 2011. The design of the network is geared to deliver comprehensive coverage of key markets in Asia and North America and continue to improve upon Maersk’s industry leading reliability in the Trans-Pacific trade. In particular, the expanded coverage of the Yangtze River region and outlying cities is a direct result of listening to customer preferences, Maersk has responded to their need for more reliable coverage due to increased demand from that region. At the same time, the new network will enable Maersk Line to continue deliver cost effective transportation and reduce the carbon footprints of Maersk Line and customers. The service changes include:

- A Maersk Line operated TP1 service utilizing larger vessels and midweek delivery to Los Angeles for reliable connections to weekend trains (operating as a VSA with CMA CGM and MSC)

- TP2 coverage from South and Central China to and from the US West Coast with a new call in Ningbo (operated by MSC as VSA with Maersk Line and CMA CGM)

- A new Qingdao, China call added to the TP8 service using ‘S’ class vessels (operated by CMA & MSC jointly as a VSA with Maersk Line)

- Larger vessels to be deployed on the TP3 and the TP9 services providing expanded capabilities meeting increased demand to and from US East Coast markets

- A TP5 service consisting of five Panamax class US flag vessels with expanded coverage of Japan

- A comprehensive Maersk Line operated TP6 service focused on delivering the highest reliability from Southeast Asia and China to and from the U.S. West Coast

- A dedicated TP7 U.S. East Coast service string utilizing Panamax vessels focusing on direct calls at U.S. South Atlantic ports.

RILA Closes Logistics 2011 with a Supply Chain Study Update and Trip to Panama

Arlington, VA - The final day of the 2011 RILA Logistics Conference closed today with an in-depth look into the State of the Retail Supply Chain and a unique executive trip to the Panama Canal.

Over the last year, through the work of RILA & Auburn University, the annual State of the Retail Supply Chain Study has captured information and insight from retail executives and the regulatory and operational issues that are affecting the industry, the innovations being made and expectations for the year ahead.

The results of the study were presented to attendees today. According to the study, 2011 will be a pivotal year for retailers. Companies are preparing for success during the recovery and leading retailers are leveraging supply chain strategies to boost competitiveness and overcome challenges to be in a better position for success when the economy bounces back.

“A great deal is changing in the industry,” said Casey Chroust, executive vice president of retail operations. “Efficiencies in the supply chain had a considerable effect on retailers as they navigated the recession. Now that the worst is behind us, they are moving from survival to growth; propelled by the strategies they enacted during the downturn, they have put themselves in a strong position for future success,” Chroust explained.

Additionally, RILA, in partnership with the Panama Canal Authority, set off with supply chain executives on a much anticipated three-day trip to Panama to view the improved and evolving gateway to the U.S. Gulf States, the Eastern seaboard, Latin America and beyond.

Kenworth T800s Help Challenger Meet the Challenge Moving High Profile Beer Vats

TORONTO, Ont., Feb. 3, 2011 – It was a week employees at Challenger Motor Freight will never forget. It was 15 minutes of fame, each day, for nine days.

“All eyes were on us,” said Dan Einwechter, chairman and CEO of Challenger.

“It was almost a cult following,” added Frank DeVries, energy transportation manager for the Cambridge-based company. Cambridge is 60 miles west of Toronto. “We saw many of the same people every night, taking pictures and watching the move. And then there was the media. Even the Discovery Channel documented the move. It was something.”

“The move” was the heavy haul of six of among the world’s largest beer vats. Combined, they have enough room to hold 8.4 million bottles of beer. With each vat weighing in at nearly 100,000 pounds they made their way from the Hamilton Port to Molson Coors brewing facility in Toronto. The 108-kilometer (67-mile) journey took nine days, with the convoy only traveling between 9 p.m. and 6 a.m. The sheer size of the move – the tanks en route measured nearly 28 feet tall, 24 feet wide and 120 feet long – meant tall, wide and long. “There is a belief by us and by the permit folks that this was the largest single move in metro Ontario,” said Einwechter. “I can’t imagine hauling anything bigger.”

To handle the move, Challenger used 2011-model wide-hood Kenworth T800s with 72-inch AeroCab(R) VIT sleepers with diamond interiors. They’re spec’d with tandem and tri-drives, each equipped with 600-hp Cummins ISX15 engines, driven through 18-speed transmissions (the tri-drive also has a 4-speed auxiliary transmission). The T800s feature 20,000-pound Dana front axles, 52,000-pound rear axles on the tandem units, 60,000-pound rear axles on the tridems, and 1,780 square-inch cooling modules. Challenger partnered with Mammoet and Don Anderson Haulage to provide hydraulic trailers, the largest at 70 feet in length with 102 wheels. Each T800’s gross combination weight during the move was 250,000 pounds.

“The Kenworth T800s were the lead dogs in the convoy,” said Einwechter. “We put them on the job since we feel they’re the best heavy-haul trucks in our fleet. Kenworth has a long history in building heavy-spec trucks. That’s why Kenworth won hands down. The T800s are absolutely our stoutest trucks and our drivers love ‘em.”

According to DeVries, the Kenworth T800s are typically used in the company’s heavy-haul operations – primarily moving large windmill sections. “But we’ll haul anything oversize,” he said. “During the same time as the beer vat move, we had another T800 tri-drive moving a steam boiler. It grossed out at over 260,000 pounds and measured 185 feet long and 14 feet wide. The time it took to run 3,800 kilometers (about 2,400 miles) running westbound from Toronto to Vancouver was the same amount of time it took us to move the beer vats from Hamilton to Toronto. We had the tortoise and the hare deliveries that week.”

Combating bitter cold temperatures, the beer vat move itself began in August. “That’s when we started talking with Molson and figuring out the logistics,” said Einwechter. “During the preparation for the move, we filled four extra large binders with information and contacts.”

According to Einwechter, pre-planning involved carefully assessing maps to plan the best route, driving that route in cars for additional information, and then driving the route in trucks to ensure clearance around corners and other tight areas. “It was an exhaustive process,” recalled Einwechter.

Game time came in early January when the convoy left the port. As the trucks left, each trailer had a tillerman seated behind the trailer to control the trailer steering and trailer height and pitch. “These were sophisticated trailers from Mammoet and Anderson Haulage, and they worked beautifully,” said DeVries. “Each had full hydraulic suspensions to raise, lower and tilt the trailers to keep the load level while allowing for clearance over the crowns in the roads. But, I tell you it was cold duty. While our drivers in our Kenworths stayed toasty warm, our guys controlling the trailers were bundled up to combat the bitter cold. It was not easy.”

Nor was it easy making headway. A work crew of more than 80 people was on-site each night. More than 2,000 wires had to be taken down and fiber optics (which can’t be cut), had to be pulled. Then the wire and fiber optics had to go under a special ramp so the convoy could drive over them.

Driving at a walking pace for much of the route, Einwechter said the thousands of hours of preparation really paid off. “Driving wise there were no huge or unforeseen challenges,” he said. “It was cold and snowy, and one day of moving was scratched as a precaution with the weather.”

As the convoy closed in on the brewery, the amount of wires increased and the 7-kilometer (4.2-mile) leg took 9 hours to complete. All told, the 108-kilometer run took 81 hours to move. For those doing the math, that’s 1.3 kilometers per hour.

“There was a great sense of relief and an immense amount of pride when we made our final stop at the Molson brewery,” said Einwechter. “We’re glad the project was safely over. Our Kenworth T800s and the trailers performed flawlessly, as did our people. It was just a matter of being patient while the route was cleared of wires and obstacles. We heard throughout the move by bystanders how they couldn’t believe how well all the participants worked together. We were professional, and yet had fun with a high level of camaraderie.

“Our slogan is we ‘go the distance,” concluded Einwechter. “So, we’re very proud we did the move in a very unique and special way, albeit very slowly.”

State homeland security advisors from Idaho, Michigan, and Wisconsin discussed state-related security issues pertaining to logistics and the flow of cross-border freight.

Kerry Logistics Opens its New Product Customization and Consolidation Centre (PC³) in Hong Kong

Hong Kong, 17 November 2010

Kerry Logistics has opened the first phase of its Product Customization and Consolidation Centre (PC³) in Tai Po Industrial Estate, Hong Kong targeting leading fashion and retail brands. With a total area of 257,000 square feet, the facility boasts a number of energy and environmental features to support greener supply chains.

Aiming to be LEED (Gold) and HK-BEAM (Gold) compliant, the purpose-built facility has incorporated green technology into the design and construction. For example, mitigation measures for air, noise and water pollution were applied during the construction period. Other environmental designs include building materials with high solar reflectance, a roof which is organically ‘greened’ to reduce the heat island effect, and a rainwater irrigation system. In addition, a high-energy performance air-conditioning system able to achieve 14% energy savings and a fresh water plumbing installation that can attain 25% water savings were among other energy features. Moreover, solar and wind energy are widely employed throughout the building.

LEED (Leadership in Energy & Environmental Design) is an internationally recognized green building certification system and the nationally accepted benchmark for the design, construction and operation of high-performance green buildings. Similarly, HK-BEAM (Hong Kong Building Environmental Assessment Method) is an initiative to measure, improve, certify and label the whole-life environmental sustainability of buildings and one of the leading schemes in the world.

Manufacturing Trends Global shifts in manufacturing have occurred as supply chain tracking systems and logistics networks better support remote production sites that offer lower labor costs. However, challenges with the extra distance – including efforts to deliver parts for production and the delivery of the finished product – make it more difficult to retain predictability in the supply chain. Additionally, managing the longer and more complex supply chain adds expense, which must be tracked to make sure it does not erase lower-cost labor benefits. Traditionally, products with high labor content have historically sought global production centers where they can access the lowest possible labor costs in wages and benefits. Manufacturing in the United States has been subjected to competition from countries with lower wages and viable platforms for business operations with an infrastructure to support production of labor-intensive products. With adequate export systems, many countries have taken lower value-added jobs from the United States and used them to begin their own evolution toward economic stability.

Consumption Trends: It is estimated that in 2025, India and China will account for nearly 25-40 percent of the total world demand for goods and services (1), as the demand for consumer goods such as clothing, food, automobiles, phones and pharmaceuticals is driven by growing populations and a new and expanding global middle class. These consumers will have a dramatic impact on the site selection process for the manufacturing facilities and distribution centers supporting the flow of goods between global production centers and consumers.

In 2011, China is expected to out-produce the United States for the first time, producing $1.87 billion in goods output while the United States is expected to produce $1.71 billion in goods output. In the United States, this production value has created 12 million jobs within the manufacturing industry, which accounts for approximately 10 percent of the overall United States workforce

(2). Global Competition International markets are improving their attractiveness to business and competing with the United States for multi-national marketing, investment, research and development and manufacturing. Increasing pressure from new entries into the roster of countries that are attractive to multi-nationals include the BRIC (Brazil, Russia, India and China) countries as the top locations for foreign direct investment in 2009-2011

(3). Additionally, U.S. government policies have a profound impact on manufacturing and manufacturing-related employment in the United States. Decisions that are made by multi-national corporations go well beyond the selection of manufacturing locations, and include decisions about where to locate corporate headquarters, research and development centers, production centers and distribution networks. A key to retaining competitiveness and attractiveness in the United States is to re-frame business policies with a focus on corporate taxes, research and development taxes and consistent application of policy regulations. This is vital to ensure that companies based in the United States are not hindered and that there is an environment where investment is seen as less risky in the United States than in other countries.  Containerized Trade and the Effect on Real Estate Containerized trade is the engine that drives warehouse and distribution space. Goods flow from origins to destination buildings in ocean containers are measured in 20 or 40-foot equivalent units (TEUs). These containers are transferred from a ship to the terminal, and then loaded on a train or truck for local, regional or inland delivery. Growth in containerized traffic is an indicator for creating new industrial demand. Total United States container volumes in 2008 were 42.7 million TEUs and declined to 37.2 million in 2009, which is a total net reduction of 13 percent

(4). Given a total estimated TEU capacity at United States ports of 64 million, there is significant latent capacity without adding new port infrastructure. Historically, United States trade volumes track at 2.5 times the GDP or economic growth. Thus, findings suggest that containerized trade growth of 6-8 percent in the United States is in line with historic performances and expectations. An important, but unknown, factor for East and West Coast ports is full comprehension of how much of a transition of all-water services from western ports to eastern ports has already occurred and how much “transfer” cargo still exists that could make the western-to-eastern coastal shift. According to an August 2009 Jones Lang LaSalle report, as much as 25 percent of current goods that flow to inland ports through western gateway ports could shift to eastern or Gulf Coast ports after the completion of the Panama Canal expansion. The authors of this report offer an alternative view and believe that much of the cargo that will shift from western ports to eastern ports has already done so. New ships that carry larger loads of cargo will have a more dramatic impact on the eastern ports, as ships with only regional capacity will be segregated from those with the necessary infrastructure to support the larger ships and will move goods efficiently and competitively both on a regional and national platform.

NASSTRAC Calls for Release of Proposed Hours of Service Rules

MINNEAPOLIS, MN— A recurring theme in recent weeks has been the importance of reducing uncertainty to promote economic growth. Congress recessed for the November 2 elections without producing a new federal budget, or addressing the future of the Bush tax cuts or the estate tax, or making progress toward a new Highway Bill.

A key area of uncertainty for carriers and shippers is the next proposal for truck driver Hours of Service rules. According to Mike Regan, chairman of NASSTRAC’s advocacy committee, the Federal Motor Carrier Safety Administration should publish its proposal now, to allow public comment and debate. NASSTRAC is an industry association providing advocacy, education, and provider relations to transportation executives.

The proposed rules went to the Office of Management and Budget for its review on July 26, 2010. This process normally takes 90 days but was extended, raising questions of whether the rules were delayed to avoid added controversy before the elections. “The elections are now over,” said Regan, “and we are still waiting for FMCSA’s proposal.”

Since 2003, carriers and shippers have been operating under rules that allow no more than 11 hours driving time per shift, and no less than 34 hours time off between workweeks. Under those rules, highway fatalities have dropped, and the reduction from 2008 to 2009 was particularly dramatic. Despite these facts, certain groups want to see a reduction in the hours a driver can work. This will have a significant impact on trucking companies and what a truck driver can earn.

Under a court settlement, FMCSA must issue its final rules by July 2011, with implementation by December 2011. NASSTRAC intends to oppose any reduction in driver Hours of Service, but is concerned that continued delay in releasing the latest proposal will give the public limited time to develop arguments against the proposed reductions FMCSA is reportedly planning. “How can motor carriers create business plans, make capital investments or hire drivers when they have no idea what rules will apply in 2012 and beyond?” asked Regan. “It is imperative for the Obama Administration and FMCSA to stop sitting on the HOS Notice of Proposed Rulemaking. Let the HOS debate begin.”
